LEAD is designed to provide a new pathway to long-term, community-based care for people who commit, or are at high risk of committing, law violations related to their behavioral health and/or substance misuse challenges

Case Management

LEAD provides long-term, client-directed, non-coercive, street-based case-management based on harm-reduction principles.

Long Term

LEAD’s intensive case management isn’t limited to just a single encounter but continues as long as it’s useful.

Harm Reduction

Consistent with harm reduction principles

LEAD doesn’t require abstinence
LEAD doesn’t establish treatment as a pre-condition to other forms of care.
